Cannot remove inherited permissions in Exchange

I have a user who is listed with full access in Exchange Advanced rights of a users acct. I cannot remove them or anyone else for that matter because all of the options to do so are greyed out. The remove button is greyed out as well. They are inheriting from somewhere. It's not just one acct either.

For a users account that is generally in ADUC.  You need to check security on the user and see if the second user is in there.
