400 bad request when submitting an smtp email via web form

I have a simple test page that I built to test this issue and put the same mail.asp page on server1 and server2 pointing to the same smtp server.  When I send the text below on server 1 it works perfect but gives me a page cannot be displayed on server2.  If I strip the words "Court Services" from the email it works fine on server 2.  its like its blocking certain combinations of words??
