Strange network problem with Windows XP Home SP2

I'm experiencing a strange problem with my network connection.  With one particular machine I can ping an address outside my network (www.google.com) but I cannot browse (with IE or Firefox) to any outside websites.  I can access websites on the local network.  I have no network issues with other machines on the network -- I can access outside websites with them with no problems.  

Wireshark displays an error indicating a reset when I attempt to access an outside website, and an associated message which says "Broken TCP.  The acknowledge field is nonzero while the ACK flag is not set"

If I configure IE to use one of my other machines as a proxy server, I can access outside websites.

Any idea what might be the problem?

I forgot to mention that I've run WinSock XP Fix, as well as uninstalling the network adapter and reinstalling it.

Do you possibly have a proxy client installed on your computer? Or a misconfigured 3rd party firewall?

I had used k9 web protection and uninstalled it but I cannot find any evidence of a remaining proxy client.  To my knowledge there is no firewall on the machine.  I would like to verify that neither one exists, but I've not yet been able to do so.  I've used pstools to see if any rogue processes are running and 'route print' to see if traffic is being routed incorrectly but neither revealed any problems.

I would reinstall k9 software and then uninstall it again. Those programs can cause problems when not removed properly.

I gave that a try also, but an internet connection is required in order to install.  And of course, if I had an internet connection I could go ahead & declare victory.  :-)

is it possible for you to boot under safemdoe with networking and try to check the issue there?
may be you are having a background running program or service which is causing this issue?
