Backup, Monitoring and Reporting, Update Services "cannot display the webpage" in SBS 2003

I have installed SBS 2003 R2 Premium edition for a customer and when I click on either Backup, Monitoring and Reporting, or Update Services in the Server Management console, I'm getting the "This program cannot display the webpage" error.

I can run the wizards (Backup, Monitoring and Reporting) and they seem to function correctly, just cannot view the page.

I have checked IIS and the loopback 127.0.0.1 is on the list of IP addresses for the "Default Web Site", and it does not have a host header. I believe this is correct.

I've installed many of these before but this is the first time I've come across this. Cannot find anything on the internet to solve my problem so I'm hoping someone here can offer a suggestion.

Did you make sure MSDE 2005 is installed or SQL 2005 if you are running a premium?

Yes SQL 2005 was installing during Setup. I can browse the databases using SQL Management Studio.

Yes all the latest patches are applied from MS Update. Thats the first thing I do when I build a new server.

What error do you get?
Did you Look under Services to see if the service started?

All services set to "automatic" are started correctly, (except for "Performance Logs And Alerts" which only starts when it needs to run).

The error I get is:

You are not connected to the Internet.
The website is encountering problems.
There might be a typing error in the address.
 
   What you can try:
     Check your Internet connection. Try visiting another website to make sure you are connected.  
 
     Retype the address.

This problem can be caused by a variety of issues, including:

Internet connectivity has been lost.
The website is temporarily unavailable.
The Domain Name Server (DNS) is not reachable.
The Domain Name Server (DNS) does not have a listing for the website's domain.

Does sharepoint works?
If you go to http://companyweb does it work?

I think your problem is coming from  SQL

How do I tell if Sharepoint is working?
Yes http://companyweb works on both the server and all workstations.

It is because Company web is working. That is also proof that sql is working.
Now Check the event viewer see if you have any related event.
Post your findings.

Already been checking the event viewer error logs. There is nothing in them that is related to any of this.
I've checked for errors/warnings on startup of the server, and also when I try to access any of the non-working screens (backup etc).

I have also looked at the W3SVC log for the Default Web Site. Below are the two lines generated when I try to display the Backup screen. I can see two 401 errors, which I think is a permissions problem.

I had a bad feeling you were going to come to this conclusion.

I'll put it forward as a suggestion but I don't think the customer wants to go through all that. Up to them I suppose.

Thanks for your help anyway, it more or less confirmed what I thought.

I don't have an issue with giving vico1 points, as my level of membership doesn't restrict this. What I was unable to get help with, is what to do when I am unable to verify if the solution given by the expert solves the problem. In this instance, my customer won't let me reinstall the system as suggested, which is fair enough - it's his system.

If I award the points and the advice doesn't solve the problem, then it may be misleading to users in the future. In which case, how many other questions on this site contain "misleading" information?

Don't get me wrong, I think the site is great and has helped me many times. It's just that in this particular instance I couldn't get a clear answer on what the correct action was to take. Obviously forcing it closed did the trick, as we're now discussing it :)

Vico1 did not suggest that you reinstall the entire system. He only suggsted that you reinstall the the Monitoring report and backup component. But his reference to "Repair Installation" is probably what got things confused.

There really isn't a "repair installation" on an SBS. However it is always possible to reinstall various SBS Components without harm to the rest of SBS's configuration or data.

I do think reinstallation of the Administrative Tools would be a good idea in this case. To do this, go to Add/Remove Programs > Windows Small Business Server > Component Selection.

Set Server Tools to "maintenance" and Administrative Tools to "uninstall". Continue through the wizard then reboot your server. Go back to Add/Remove Programs > Windows Small Business Server > Component Selection and set Server Tools to "maintenance" again and Administrative Tools to "install".

You should then run the Configure Email and Internet Connection Wizard (CEICW -- which is linked as Connect to the Internet in the Server Management Console > To-Do List) to ensure that IIS is properly configured for the administrative sites. Follow that with the Configure Monitoring wizard and you should be all set.

Thanks for your input. My wording of "reinstall the system as suggested" seems to have been misunderstood. I wasn't referring to the whole system, just the components as suggested by Vico1.

However I cannot do this if my customer is unwilling to allow any further work on his server (for various reasons).

Therefore we are still at the same point as before - all these suggestions "should" work, but I cannot "prove" them to work in my circumstances.

Nevertheless, I'll keep all this advice handy in case I ever come across it again in the future. Hopefully it helps others too.
Perhaps I misunderstood what point we were at before... did your customer want this problem resolved or not?  Because reinstalling an SBS Component is a very common way to fix the problem you are describing.  If your customer still won't let you do this, then I will be the one to verify that this is, in fact, the correct solution.

Yes, he did initially want it resolved when the question was first asked. However after just a couple of days he had changed his mind so I was unable to confirm if it worked or not.

So what happens now?
