Desktop Lockdown

Dear Experts,

Is it possible to develop an application which will lock down the desktop.  So it should not display and icons on the desktop, the start menu should not be accessable, the desktop should only display a webpage which changes when links are clicked.  It should not open internet explorer in a new windows when a desktop webpage link is clicked.
