MS Access 2003 Runtime Not Showing Basic Tool Bar (cut paste, spell check, etc)

We just recently converted a ms access 97 applicaton to a runtime 2003 application.  The problem is all of the users are calling in complaints that the tool bar like spell check, cut and paste, etc are not available like they were witht the MS Access 97 full copy or MS Access 2003 full copy.  So how can I make some or all of the tool in the tool bar available for the MS Access 2003 runtime?

Designers (including Filter by Form)
VBA editor
