No. After Effects, as its name suggests, is for post-production on ready movies. In some sense, After Effects animates because it makes special effects over still images and sequences, but it isn't adequated to make an animation from the scratch. It lacks modeling and real 3D animation features.<br />

The same applies to Photoshop or Corel Paint. Of course you can make drawings one-by-one and glue them together, but for sure it is not an efficiency way to animate.<br />
