Creating a WiFi Hotspot

We're looking into creating a wifi hotspot in one of our parks. But there are many different suggestions as to how to go about it. Are there any suggestions as to what (hardware and software wise) we should look into?

1. Have users login/signup using their email address
2. We're wanting to redirect any users to a custom 'splash' screen with terms and conditions, etc.
3. We want to limit bandwidth
4. Block services for gnutella, bittorrents, and any other p2p
5. Have the potential to charge for wifi access
6. Have the ability to query users and time online, etc

Cost isn't a big issue, obviously free would be ideal.

I am sure another expert may have more specific suggestions, but if you want reliable scalable gear I would go with Cisco. Or for the relatively cheap option: Try using Chillispot, software that runs on the dd-wrt firmware for the linksys wrt54g models of wireless routers.
