ASP component error when using CDO.Appointment

I'm trying to send an Outlook meeting request using CDO from ASP on a Windows 2003 server as such:

Set Appt = Server.CreateObject("CDO.Appointment")

When this line executes, it produces this error:

Server object error 'ASP 0177 : 800401f3'
Server.CreateObject Failed
800401f3

I'm assuming that the needed component isn't installed on the server, but I'm not sure where to get it.  I've tried installing Outlook 2003, the Microsoft Exchange Server MAPI Client, and Collaboration Data Objects 1.2.1 however none resolved the issue.  I copied the above code to a server with Exchange 2003 installed and it didn't produce an error.
