Toshiba satelitte A30 boot problems

PXE-E61: media test failure, check cable
PXE-M0F:exiting PXE ROM
These are displayed when attempting booting up system. It continuously loops over this display. Will not proceed further.

There was a bios problem, which was resolved by sending unit back to Toshiba ASP, and they also carried out a diagnostic on the unit and have suggested the following failures:

mainboard and upper logic assembly replacement at considerable cost - £500

Does this seem right? Any help would be appreciated.
