Are there any events in the Event Logs regarding this or error messages?

Ok... any event log messages that might be more specific (if I remember correctly, that's generally an Access Denied OR an unable to connect to the server standard error code (I see it a lot in many OTHER applications that have that error code). The event logs should help with this.
Check that the services aren't disabled..
