Westell E99-610014-03 and Versalink 327W DSL modem reboots / resets when connected to Meraki devices.

We have a customer who has a Westell E99-610014-03 DSL modem connected to an Allied Telesyn 24 port switch (the switch has been replaced as part of the troubleshooting). The switch feeds 3 wired Meraki gateways which then feed 6 wireless Meraki's. The DSL modem reboots every few hours or so as reported by my script that pings the public IP on the DSL modem. When it comes back up I log in remotely and check the connection summary to verify that it actually reset which it did. Centurytel has replaced the modem and power supply, and ran a new phone line. The power is supplied by a UPS which was tested using a digital clock (2-3 days of testing and the clock was not blinking). Centurytel even installed a Westell versalink 327W  and it reboots also.
If I connect the Westell E99-610014-03 to a hub that feeds a few desktop PC and no wireless devices it does not reboot.

The original setup was a firebox bridged to the modem but we removed it for troubleshooting purposes.  The wireless was supplied by Cisco AIR-AP1231G-A-K9 units. This setup ran for 3 + years.

Any ideas on the reboots? Can hardware and or software cause the modem to reboot? Does Meraki not work with DSL modems?

Get into the Westell browser interface and see whether or not the mode is set for "On Demand" and, if so, change it to "Always On".

Yes, I have accessed the logs. I was only looking for a last reboot time so don't recall any other info. I just tried logging in remotely and cannot access either modem.

I just checked my monitoring program and both modems rebooted\reset since yesterday after noon.
The 6100 rebooted  4 times and the versalink 327w rebooted 3 times.
The 6100 is connected to a switch that feeds 9 meraki devices and one wired desktop.
The versalink is connected to a hub that feeds 3 wired desktops.
Initially the 6100 was connected to the hub and it didn't reboot.

What if you connect one device to it for testing, a desktop, or laptop, or just one switch, and then see what happens?

The centurytel tech connected a laptop to the 6100 and it ran for 2-3 days without an issue.
I then connected it to the hub/wired pc section of the network and it was OK.
When I connected the 6100 to the meraki side of the network it started rebooting.
But here is the strange thing.
The versalink was on the meraki side and rebooting and when I moved the versalink to the hub/wired PC side it kept rebooting.
The test results are not consistent.
It is possible for network devices and or software to cause a modem to reboot?
Centurytel says they have done everything they can.
