Sending as mail enabled Public folder to known invalid recipient address creates NDR, but NDR doesn't get returned to Public Folder

Hello,

My account has send as permissions for a mail enabled public folder.  I can send out emails no problem.  When i purposely try to send an email to a recipient (internal or external) that i know is invalid, i can use Exchange message tracking to see that an NDR was created.

HOWEVER, the NDR doesn't end up in my user mailbox, and doesn't end up in the Public folder mailbox.  
I have Exchange configured to forward a copy of all NDRs to a certain mailbox.  I can see them in there.  To verify that they are not just delivered to this one location, i sent a test email from my user mailbox to a known invalid recipient and got an NDR in my own mailbox as well as in that NDR collector mailbox...

Do public folders not receive NDRs?
