How do I disable IE based on the user and the domain group?

I want to create a batch script to run as a GP.  Based on the user login, I want to disable IE usage, disable the command prompt, and also disable the RUN COMMAND from the start menu.  The primary thing I want to do is disable IE based on the user.  I know it can be done, but I'm not a scriptor so I don't know the code that will enable this.

You are better off disabling IE with a Group Policy than trying to do it with a script. You can then assign the GPO to just the certain users you want to block.

Sorry I forgot about thr run command. You can also remove this with GPO. If you need more info on doing it with GPO's let me know.

Neither option works.  There are tons of articles out there on the net that talk of this and I have tried disabling both to no avail.  I would love to disable the RUN command too, but when I disable that, then the user cannot log on to the machine.  The login and username fields become grayed out.
If I use the proxy server setting with a bogus proxy it disables port 80.  I have an application that runs and needs port 80 in order to connect.  
Another option?

Still trying to figure it out.  Domain GP's do not do what I need.  Local GPs work, but i want it to work from the domain level.
