I have followed the steps from Apple, and I use a Dell Axim w/ActiveSync to retrieve my work e-mail. I am paying for the Enterprise Data Plan as well. I have setup the Exchange account correctly and have installed the cert even though it's not necessary. The iPhone will authenticate with the server and I know this because when I change my password on the domain the phone within 5 minutes prompts me for the new password. What settings could possibly need to be fixed in Exchange!?

Can you pull some log information from IIS to show us / paste here? It will show us the authentication of your phone to active sync.

I, unfortunately, do not have access to that info until morning. I do know that it does authenticate, but it doesn't sync the data from the server.

We will need to see those IIS logs to diagnose to make sure authentication is taking place properly.
Is your account configured for Activesync? or "outlook mobile access" as it's called in 2003, is that enabled? You can check in ADUC.
All SP's are installed, It looks as if it syncs, when I refresh the inbox it appears to authenticate fine, but I receive no errors. If I get a prompt for the cert, I accept it (we generated our own). I did test with another exchange server with a self-signed cert and was able to sync successfully.

i really want to say it's the self signed cert, active sync has probs without trusted certificates...
Right, but unless you install the cert as a trusted cert on the iphone (which i'm not sure you can do like you can on a windows phone) it won't work. Generally self signed certs don't work and prove to be more of a hassle with active sync than it's worth.

I have installed the Cert. You have to "download" it by e-mailing it to an e-mail account you can access from the phone and downloading the attachment. It will prompt you to install the cert (apple calls it a profile). However, the other exchange server I tested with has a self issued cert that I did not install and I was able to sync!

We have determined that our exchange server doesn't seem to be completely up to date. We do not have "version 6.x.x" shown when checking the About Exchange. If someone has the info on how to update please let us know. Thanks!
it sounds like I have the same exact issue. I have a feeling it has to do with IIS. Please let me know if you find the solution. I as well can successfully synch with other exchange servers. See me post below:
Manually reinstalling SP2 was not possible. The SP was attempted to be installed and failed. Said the version installed was newer than what was being installed.

This is the info from the Exchange Server I can successfully sync with on the iPhone:
Exchange Version 6.5.7638.1 But the log file showed:

The Log info from the server I could not sync with was similar except after "ActiveSync/" it was 3.x.x not 6.5.7651.58.
Also, the Server I can sync with has the additional mobile options. My Server does not. I have attached a screenshot of the server I can sync with showing the additional mobile options the my server does not have. What needs to be done to enable these on my sever? New-Picture.bmp
It is installed but that didn't change anything. How do you upgrade, so to speak, the Exchange Active Sync? I believe our problem lies in the IIS Website Exchange-Active-Sync

If your exchange environment was upgraded from a previous version, this may help. Regardless, delete the virtual directories / recreate them.

Ok everyone! I have the resolution! SP2 for Exchange 2003 must be reinstalled with the Microsoft Exchange Messaging and Collaboration Services option included. If you can't reinstall it because it is current then you may have to either remove the updates for Exchange 2003 preventing the install or back-up the Exchange Store and reinstall Exchange.
Is there any way to tell if Exchange Messaging and Collaboration Services installed correctly the first time I installed Sp2?

Yes, actually there is. If you look at the above screenshot you will see the Mobile Services Options as they are when the Exchange Messaging and Collaboration Services are correctly installed. If they are not you must stop all Exchange services (or anything that may interfere) as Lighting indicated and then install SP2 again. Make sure that EMCS option is chosen as "UPDATE" and it will correctly install.
ok so mine are correctly installed then. are there any security settings that need to be changed on the security tab? like for Everyone?

Longshot9...no, the default settings are good. However, the security settings: Are you using SSL, meaning when you use Outlook Web Access do you go to HTTP or HTTPS? Depending on what this is, you may need to open ports on your firewall or change settings on your iPhone.

OK... I have a similar problem. I can use OMA, POP, and IMAP to connect to my Exchange front end server from my iPhone and Windows Mobile (simulator). When I set up Exchange ActiveSync on the iPhone it goes through the account verification successfully. However, nothing is pushing over. I also have a self-assigned cert that has been installed on this device in the Other People, Intermediate Certification Authorities, Trusted Root Certification Authorities, and Trusted Publishers containers using the iPhone Configuration Utility. Still no push activity. BUT, the battery on the iPhone then drains fully in less than 5 hours (doing nothing). Any ideas??
