Cannot logon to my computer due to error message "\windows\system32\l-intl.nls file is corrupt or missing"

Receive message stating "\windows\system32\l-intl.nls file is missing/corrupt. Press r to repair".  When I press r, the machine restarts and takes me back to same screen. Cannot get a DOS screen. It's a Dell with XP installed when purchased. I have OS reinstallation DVD and Drivers/Utilities XPS resource CD. None have worked when inserted. Somewhere I've read using a bootable CD, don't know how to create one, don't know if this is the answer.. .Don't want to lose valuable family pictures. Thanks so much in advance.

I followed the link, however in the middle of the windows system repair I got the following error:

Hardware Malfunction
Call your hardware vendor for support
MI: Parity check/ Memory Parity Error
***The system has halted***

What can I do at this point? Thanks in advance

The problem has been fixed!!
Thank you for your responses... I tried again the system recover before reading your messages above and it worked!!. After reading the hardware error described above, I tried running the system restore once again and it hung on the XP install.... I shutdown and reboot and the restore started from where it left off before, and it continued all the way till the end.
Long story short, I'm writing this message from the "problem" computer.
I don't know how to have backed up my files given that I had no access to the C: drive.
All my picture files are intact, the explorer reverted to version 6.0, the only problem is I can't print now (will reinstall software).
jk387: By the way, the first microsoft article about memory parity error mentions something to the effect of cleaning the system out of dust. Well my wife cleaned the outside of the hard drive out of dust (lots of it) and it seemed this allowed the XP restore to finalize the 2nd time we run it. I have no idea if this helped or if this is related to the hardware error we found.

Given that the hardware error message appeared, what are my main concerns now, if any?

I wouldn't have been able to solve it without your help. In the article sent by jk387 initially about system restore, I read something about boot order. Well, I found my computer had in 5th order to use the CD-ROM. I change it to first, and then and only then, was I able to use the XP recovery CD. This fact allowed me to complete the process.
I didn't quite get to slam69's answer, I was obsessed trying to complete jk387's suggestion. That doesn't mean slam69's answer wasn't helpful, however, I didn't follow his suggestion.

Well if everything is working correctly now than i would say you have no concerns but the fact that you did get that parity error once should at least concern you a little if you have really important files on the computer.  Now that you are up and running i would try to back up those files as soon as possible just to give yourself some peace of mind in case this was to happen again.  Glad we helped get you up and running again!
