"Organize Favorites" pops up at random intervals
We have one Windows 2000 SP4 computer that suffers from the random occurance of the Organize Favorites window.
We have examined the applications that are running on the PC and we have found nothing that would send the Ctrl-B code to the OS.
I have looked through the options in Internet Explorer and was not able to find anything pertaining to the enabling/disabling of the Organize Favorites option.

I realize you don't have any code that calls a Ctrl+B but do you have a User that accidentally hits the Ctrl+B?
