How to give administrator permission to install programs on a server without making him a Domain Admin

I tried to make this administrator the local administrator of the box but I either didn't do it correctly or it didn't work.  I am trying to allow this guy to install some programs and manage a separate Windows Server 2003 R2 box that is not a domain controller.  I can't seem to get the permissions correct to allow it unless I add him to the domain admins group...which I would not like to do.  AD is obviously being used.

Any assistance is greatly appreciated.
