Allow users to add/remove themselves from dist groups?

Hey everyone,

I know in Exchange 2003/AD you could allow certain 'managers' permission over certain distribution groups, so they could add/remove members from them at will, through Outlook.

Is this functionality hidden somewhere in Exchange 2007? We have a rotational pager list that people need to add and remove themselves from weekly, but not have administrative access to Exchange.
