Using Jet ODBC rather than the Microsoft Access ODBC

I was recently told that I would have better database connectivity if I switched from the Microsoft Access ODBC Driver that I currently use, to the OLE DB provider for Microsoft Jet.  I don't know exactly what it is saying.  When I use the wizard to set up a system Data source, the only options for drivers that I have are Microsoft Access (4.00.6305), Microsoft Excel, and a few other unrelated types. Does anyone know how I can get this Jet OLE DB driver to connect to a Microsoft Access database ?

The article that Microsoft sent me is here   http://support.microsoft.com/kb/299974/
