Changing Default Attatchment Limits in Exchange 2007

Recently we installed Exchange 2007 on our Windows 2003 Server, from the beginning it was a bit of an adventure as the management interface is a bit different.

I have gone into the management console, and changed the default message size restrictions, I have also done it on the mailbox level.

I have even gone so far as to change the value via the command line interfacer as described in a Microsoft Knowledge Base article.

None of this seems to help, the outgoing message is still limited to 10megs as set factory defaults.
