Temporary device CALs and permanent user CALs

We deployed our first TS server using temporary device licenses at first a few months ago. We recently purchased and installed on this same TS server 40 open user CALs. The license mgr on the TS shows all licenses currently in use are the temporary ones per device and none of the 40 user CALs are in use. We are now starting to experience users who are being denied RDP access because their temporary device license has expired. I am working around that by deleting the registry key (HKLM\Software\Microsoft\MSLicensing) on each PC and letting it create a new one. The TS config settings show that the setting for licensing is per device. Do I need to change that to user licensing in order to have the clients that are connecting (even those not expiring) start using the permanent user CALs on this TS?
