Only one user stuck at Loading Personal Settings even after deleted/recreating profile
We're running Windows Server 2003 AD with Windows XP desktops. I have one user that gets stuck at the "Loading Personal Settings" screen for 20-40 minutes every day. Anyone else can log into the same workstation with no issue. We are not using roaming profiles and I did delete her profile from that computer. I'm not sure what else to try. Thanks for any assistance.

Another update... the alternate workstation that we logged her into was one she had never logged into before. We just logged her into another workstation that she had previously logged into and it only took 2 minutes.
so it's not the local copy of the profile that's at fault, it's the roaming copy. Is it excessively big? She hasn't put her iTunes library on her desktop or something similar? Sounds like there's either a massive file copy going on during her first download, or there's a corrupt file that windows is choking on...
It may just be easier to make her another user account, and import her settings/files into that.

We're not using roaming profiles... just local. I did delete her local profile from the maching having issues without luck.
Are you using folder redirection? If there is no roaming profiles, any user that logs in for the first time on these workstations should experience the same issues. Double check the user settings as well as what GPO policies exist and perhaps just apply to this user. Is there a difference among the workstation on the version of Internet Explorer? Are all workstations up to the same update level? i.e. are the two workstation where this user is having difficulty have SP3 installed while the others have only SP2?

Arnold... no folder redirection for these users. We just added a Portland office 30 days ago and all of the PC's are brand new Dells with exactly the same configuration/software. All users were created at the same time (actually created one user and then copied to create each additional user). No WSUS and SP3 is on all of the PC's. One thing I forgot to mention is that we had a network outage a few days ago and since then she has had this issue. We did have one other user with the issue but it only happened once and they have been fine since.
BTW - we are running Citrix on these PC's, so no actual software is installed outside of Citrix Neighborhood/agent.

Lets start from the start. Is the user having a problem at the remote site? Is there a local DC at the site? Here is my suspicion, did the user recently change her network password?
Was the user name that is having difficulty created first and is the one used to create the others?
I think this was suggested earlier, try creating a brand new login for this user to see whether the issue persists.
Are there any event logs recorded? Do you have auditing enabled on these systems?
If you disconnect the computer where the user is having problems from the network, can the user login?

Sorry... here are all the details:
Remote site connected via bonded T1 with an IPSEC VPN tunnel.
Remote PC's are joined to the domain.
All other users can log in in about 10 seconds.
Identical new Dell PC's all setup at the same time with the same updates.
Using Citrix Access Essentials to publish software to their desktop - no software installed locally.
Only workstations on the remote network, no local DC.
She hasn't changed her password.
She can log on without issue on other work stations (it does take a few minutes if it's the first time she has logged onto the workstation - expected).
Other users can log into her workstation without issue.
I have deleted her local profile - didn't help.

I'm 280 miles away from the site with minimal IT support onsite so troubleshooting has been slow/difficult. I go up twice per month so I may need to wait until then.

The issue could be in the registry.
I.e. HKEY_USERS.
The user's registry On this system could have become corrupt.
remote into the workstation and delete the user's registry entry while you delete the user's profile. This might resolve the issue.
Are the user's administrator, power users on the workstation?

arnold - I checked HKEY_USERS and there doesn't appear to be a key for this user after deleting their profile. I just received a report from another remote user that their PC took 25 minutes at the "Loading Personal Settings" screen. Her issue only occurs when she restarts the PC. Just logging off and back on works fine.
The domain users group is setup as local admin on each workstation.

The delay on boot could be because of the policies that need to be downloaded from a DC and applied.
Are there user related GPOs defined on the domain?
Have a look at the event log for Userenv messages among others to see whether there is a recorded event that could shed light on the cause for the initial delay.

It seems to be fixed now. I ran chkdsk on the problem PC and she can now log in in a matter of seconds. I'm not sure on how to award points - I got great suggestions but the actual solution was something different.
