How do you move "unmovable" files?

I am setting up a dual boot system with Windows 98SE and Linux. After defragmenting Win 98 (the original OS), there are two files left that are located towards the end of the disk. I need to move them if possible so that I can create the new Linux partitions. The files are "IO SYS" and "MSDOS SYS". The system is an Emachines etower 466 is.
