I want to set up two office PC's that will be used for guest's.
The machines will be switched on first thing in the morning.
When the guest account is logged in there should only be internet explorer Word & Excel & Start with Swith Off.

generally, I agree with 18526 - just install what they need and lock it down

but maybe you're interested in Windows SteadyState (much larger project)?

@18526 but he will still need to prevent users to use all the other tasks in Windows.

What all do you want the user NOT be able to do?
You've written they should have access to Word, Excel and Internet..but what other functions/features you would want to disable for them.

You could be right, except the situation hasn't been cleared outlined. Sometimes people miss the easiest solutions and over complicate things which do not need to be complex!

If its access to the control panel/system features I would think this would probably be done at domain level via a gpo on the server.

Do they need to access any files with Word and Excel?  Or will they use their own?  Because one of the best "lock down" scenarios is to run the machines without a hard drive, using a bootable CD OS instead.  You don't really need to have them use Word and Excel, they could use Google Docs instead, which would mean that everything is done on the Internet.

An example of one of these OS's is http://www.kioskcd.com

Then, you just need to wire the machine directly to your router, bypassing the local network.

I would like desktop wallpaper IE7, Word, Excel on the desktop the start to contain only the shut down option nothing else no control panel no system propertys nothing.

No access to the network at all.
