Microsoft Windows Server 2003 R2 SP1 will not keep Static IP

I have an HP Proliant DL360 G5 running Windows 2003 Server R2 SP1.  It has two interfaces, one connected via gigabit to a switch, and the other connected to a management port on an Apple raid system.  This raid is connected via fibre channel that is working great.

We installed the system and everything worked great.  One nic had a static IP and the other had a DHCP with us running a DHCP server serving out the IP for that nic and also the IP for the raid management interface.  We were able to control the raid and everything was working fine.

A co-worker, trying to be helpful, downloaded the latest PSP (Product Service Pack) from HP that basically went in and updated the drivers and installed HP's NCU (Network Control Utility).

Now TCP/IP is broken.  It says in the GUI that its DHCP and yet both interfaces are suppose to be static.  After this problem started occuring, I went in and configured the raid management to work with static ip addresses to avoid DHCP altogether.  I have disabled both the DHCP server and client service.   I set the IP addresses and do the reboot and the interface comes back static, but yet the GUI still says DHCP.  I have tried numerous attempts of driver removal, NCU removal, TCP/IP resets, and finally hacking my way through the registry setting the IP addresses in there.  Nothing...nada...zilch...no change in behavior, the GUI still reverts back to DHCP.  The nics work fine once I set the IP and disable and re-enable them without the reboot.  But on each reboot, the network logon service fails and I have to start it manually before anyone can log in.  That is the main issue at this point.  I suspect if I get the GUI and TCP/IP playing nicely that the Network Logon service will come back and AD will be okay.  This is the root server btw for DNS and WINS on an isolated network.

I am lost as to what to do...and I consider myself somewhat savvy with Windows Server 2003.

I keep reading about how this is a RIS driver and not the real driver for the nic card.  Any clue where to get the real driver?  It says it is a NC373i Multifunction nic.   I have also read that this is a Broadcom Extreme II but I am unsure where to get those drivers.

Any ideas on what is causing this?

Check to see if the TCPIP.sys file is corrupted by deleting it (Windows\System32) and the operating system will re-create it automagically after a few seconds.

All the drivers should be on the HP site for your model.
ALso check the original SmartStart or similar CD's that should also have the drivers.

I have the same problem on a brand new HP Proliant DL180 running Windows 2008.  Everytime I reboot the machine, the network go back to DCHP.  Any ideas?
