troubleshooting Question

Computer Shuts Off Soon After BIOS...

I reseated the HSF, but cannot get one (twist) pin on, but feels secure. My computer runs through BIOS then shuts itself down immeditely. No error tones or lights. I remember there being a feature on the mobo where it shuts power off to the processor (board) if the HSF is not secure, but it's as secure as I can get it. How can I find out if it is, indeed, the HSF's seating?

I don't believe it's a power issue. I'm using a PC Power & Cooling Silencer 750w Quad with 2 DVD-Rs (1 SATA and 1 IDE), 2 HDD (2 SATA and 1 IDE), ATI 512MB GPU, X-Fi sound card, and some fans. I'm thinking it's the seating of the HSF. I just bought some Thermalcote and I'm going to clean it up and apply and see where it gets me. Any other suggestions?
