Ok first I don't want to use firefox's tab's setup to refresh (or exporer if it has it.) why? read on

I want to setup a WEB Page on my desktop in WinXP using Desktop-Advance-Web item.
This is the page I want on my desktop:
It's really the image.. but as you see it's always changing and would be to hard to figure it all out.

PROBLEM: I can not save the schedule for active web components. I dont' know why.. no one else seems to have the problem... don't care at this point to figure it out.. SO I want to make a web page to do it for me.

How can I put this page on my desktop (as a background using Desktop-Advance-Web item) and have it refresh every 1800 seconds (30 min) so I always get the new images.

My solution?
is to make another web page (that I can host) that puts the actual web page I want in a frame and update that frames content every 1800 seconds.. but I don't know how to do that... or if there is an easier way.

Can you  please give the the html code for YOUR solution. (I don't believe you can redirect because then you wouldn't be able to refresh content???)

Thank-you in advance.
