Disk Quota Management on Domain Controller

Looking for any suggestions on this one...

Basically what we have it our site servers are an all in one setup running as DC, File and Print etc... We have disk quota's enabled on the data drive and require our Helpdesk staff to be able to manage the disk quotas for staff. The problem though is that without being a local admin they are not able to manage the quotas on the server. Being a domain controller i obviously cant add them to the local admin group which works on the dedicated F&P servers.

Does anyone know of a way around this to allow non domain admins to be admins on a DC or another way for non Domain Admins to be able to manage quota's on a DC
