How to mark emails in Entourage for sync across Exchange server.

I am trying to streamline our receipt of emails into a shared hosted exchange mailbox.
Currently, the office assistant files emails into relevant folders in Entourage once they have been in the Inbox for a week. Any emails that I want kept in the inbox longer than this I 'flag'. This means that no flagged emails should be filed. Once I have finished with them I will 'unflag' them and they are filed.
I have now asked that attachments for certain projects are saved to our server in the correct dated folder, as it currently takes up too much of my own time. However, I need a system of marking the emails whose attachments need saving. A method which will sync across the Exchange server, as flags do. Obviously I can't use flags because there's no way to differentiate between 'keepers' and just attachment emails.
I hoped Categories, or Project assignment to the email would work, but that doesn't seem to sync, it appears local only.

Any tips would be greatly appreciated. Just a colour, or a symbol would be sufficient.

You can create server side rule with will move all the messages with attachment and other criteria like subject line or from address  to do so.

I don't want to move the emails, that is done manually. I want to 'mark' them in a way that is clear in Entourage and is easy to add/remove.
You can use a rule to convert these email into  TO DO tasks and may be add something in subject line too. This will sync across to the server and you can sort these  easily.
How to do I make them 'To Do' tasks? There don;t appear to be any options for this in the Rules setup

I do not have a TO DO option in the drop-down box.
Also, when I add a prefix to the subject, it does not appear on other machines connected to the exchange server.
any suggestions?
My Entourage is 2008. I will try to grap a copy of Entourage 2004 and see what it offers.
