troubleshooting Question

I have client that has recently asked a question that I am not sure the repercussions, when you look in the mailbox properties of any exchange mailbox the domain admin and administrator have rights to look at that box.  They would like to change it so only the user has access.  What kind of issues will come up if this is done.  They are concerned that if someone were to get a hold of the administrator password that they could make changes to any mailbox.  I have always been under the assumption that that was the point of the admin so it could manage any mailbox as needed.  Any help or suggestions on this would be great.
