WSUS - "Restart Later" option grayed out

Hello,

We have Windows XP clients and a WSUS 3 server with Windows Server 2003.  I have some test machines that are logged in with a domain account that is part of the local admin group.  Everything in WSUS is working fine except that when a reboot is required, the option to Restart Later is always grayed out while it counts down from 5 minutes until reboot.  The client behavior is controlled via GPO.  I have searched endlessly for differrent GPO settings but nothing works.

I don't want users leaving their desks while getting updates and come back with their computer restarted.  Ideally, I would not like a countdown at all.  I want a pop-up to come up every ten minutes or so to give them the option to restart now or restart later.  This would annoy them to the point where they would like to reboot, and giuve them the option to reboot when they are able to.  Can anyone help?

Attached is a copy of the GPO settings.. any advise is much appreciated!

I have the same issue and did the above but still no luck.
Delay Restart for Scheduled Installation - Disabled
No auto-restart with logged on users for scheduled automatic updates installations - Enabled
Also checked the registry settings on a  number of desktops and they are set as follows:
HKLM\Sodtare\Policies\Microsoft\Windows\WindowsUpdate    value is set to 1
