DNSCMD non-active directory DNS server?

I am trying to use the DNSCMD tool from the Resource Kit to make changes to a Windows Server 2003 DNS server which is not part of a domain. I am trying to do this from another WIndows Server 2003 machine that is also not part of a domain. The admin credentials are identical on both servers and I can browse back and forth to administrative shares or manage components without being prompted for credentials.

The command I am using is:
 dnscmd dnsserver /RecordAdd zone.com hostname A 10.0.0.21

I get Command Failed: UNKNOWN                     1717   anytime I try to run a command.

Does this have to do with the fact that they are not part of a domain and the DNS zone is not AD integrated? Any help would be greatly appreciated. Thank you.
