2003 AD Native Mode Trouble with Computer Accounts

I am running a 2003 AD in navtive mode.  I have multiple sites.  The problem I am having is as follows.  This has happened 2 times in a 3 week period.  The secenario is as follows.  I have pc A and pc B.  pc A is already a memeber of the domain.  When One of Techs renames the pc B to pc A (by mistake of course) it kicks the orignal pc A off the domain and pc B is now given the name of pc A

I have never seen this happen before.  Normally you get an error message stating the computer account already exists in the domain.

I am a  Ent Admin and a Domain Admin.  If I were to join a PC to the domain using and existing name then I am denied renaming the PC.  Techs are deligated to join to the domain.  Again in my experiience this is an abnormal behavior.  We do have a rather complex naming convention since we a re an enterprise of over 1,0000 computers and 90 servers.

And there haven't been any Windows Updates or anything run in the past few weeks which could potentially have changed the behaviour?

None.  I also run the WSUS envirometn and have not pushed updated in about 2 months

And you know for sure that this behaviour never happened before with accounts which were delegated the privilege of joining to the domain?
