Creation of Group Policy structure -> domain admin rights?

Hello all,

I am a freshly hired Sys Admin for a large company which runs a centralized Active Directory (AD) without (as far as i know) no Group Policy (GPO) structure in place... However, i got the word that it is a powerful tool that can ease the management of the client side so i am kind of interested by the product :-)

I am not a domain admin, but i have admin rights over several OUs... discussing with one of my colleague, i got the word that it wasn't possible to implement from scratch GPOs for managing OUs' users and computers without being first granted domain admin rights... Is it true? (apparently i won't be granted domain admin rights and no one will implement the GPO structure for me, so i am kind of stuck from the very beginning if this appears to be true!)

Depending on what rights you have been Delegated in reagrds to your OU's, it is possible to be granted rights to create GPO's  I would request from whomever manages your Active Directory to delegate permssions to create and manage those GPO's.

Thank you guys for your help. I know i will have to be careful with this, but before i start to learn how GPO are working, i just want to make sure whether i will be able to use them at all.
