Exchange POP3 Leave Message on server

Im pretty sure this has been covered and is not possible but let me know... I have exchange server with pop3 connector setup on a sbs 2003 server. I am using the exchange server because I was hoping to manage email, and shared calendars with the server. The problem is the clients often check email outside of the office, and are unable to because the pop3 connector takes the mail off the Network Solutions email server. The office exchange server does not have a static IP. Do I have any options not having a static IP to enable access to email outside of office?

Outlook Web Access would be a good way for outside users to access their Exchange accounts from outside the office. There are several articles on Micrsoft and here on this site explaining how to setup this up.

Would this work even though I do not have a static IP?
