Public Folder Email Delivery Delayed or Failed

We have recently been having an issue with what seems like random users receiving Delayed Delivery or Failed delivery notifications when sending a message to a mail enabled Public Folder.

Anonymous and Defaul are setup with Contributor rights to the folder. Some of the problem senders Mailboxes reside on the same server as the Public Folder, while others do not.

I have set replication on the folder to Always and Urgent just to see if that would resolve the issue, it did not.

When I ask a user that has had the issue to resend their message, it usually works fine.

Any help would be appreciated. Thanks.
