Service Control Manager Event Error

Good Morning

I am getting the following error on a new server I have just built.

Source Service Control Manager
Event ID 7001
Description
The WinHTTP web proxy Auto-Discovery service service depends on the DHCP clinet service which failed to start because of the following error.
The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.

The system configuration is static IP addressed and DHCP is disabled.  

Can anyone suggest how I turn this off.

Do you have any Lexmark programs loaded on the server? If so remove them and look for Lexbce server service in the services snap-in and disable it.  Then check to see if the normal Server service has been started as well.  If it has not, start it.

No lexmark programs, have just loaded Win2K3 enterprise, SP2, SQL 2000 server and Ipswitch FTP.
