Approval of a mass email before sending?
I work at an organization which has about 6000 users. A couple users have access to send broadcast emails to everyone in the organzation at once. The problem is that these email are not always worthy of being sent to everyone, and they are clogging the system with useless emails. Is there a way I can approve or deny a mass email before it is sent with exchange 2003?

You can restrict sending of mails to Distribution Groups by users. Only if they take permission alllow them :-)
Also, in User Properties you can set how many user a person can send a mail to at one time
