To field doesn't always appear when sending emails

From client:
Sometimes, when I send emails, the person I am sending it to disappears  its blanked out, and as you see from the email below, when I forward it, the person is not mentioned at all (no To:&.).  when its happened in the past, I have checked with the people concerned, and they have received the email fine&.so not a major problem, except that I cant search by person when looking for the emails, and I am worried there might be a wider problem/impact&.
