Force archive (PST) to be created on a network drive

We are running Windows XP with Outlook 2003 in a Windows 2003 server Ad environment. I want all my users to archive to a network drive instead of the usual patch on the c: drive. I setup my policy under

User configuration
Administrative templates
Microsoft office outlook 2003
Pst setting

And then I have Default location for PST files enabled and set to H:\outlook

When I refresh the policy on a PC and then open Outlook and click on archive it still defaults to the C: drive.
