How to make Internet Shortcut open with IE as opposed to firefox if firefox is default browser

I have a vbs script that creates an internet Shortcut (Thanks to the good folks on this site).  But my internet shortcut does not work under the firefox browser, however, if they use IE6, or IE& it opens up just fine.

Is there a way I can amend the shortcut, so that it opens up using Internet Explorer

the shortcut creator script is

set objShell = Wscript.Createobject("Wscript.Shell")
strDesktopFld = objShell.SpecialFolders("Desktop")
Set objURLShortcut = objShell.createShortcut(strDesktopFld & "\Install-CoM-Applications.lnk")
'Name for Shortcut to add
objURLShortcut.Targetpath = "http://localhost:9595/webportal/webportal.exe"
'Path to icon
objURLShortcut.IconLocation = "Shell32.dll,95"
'Path for Shortcut
