troubleshooting Question

ESM: Access Denied when trying to grant Send As rights to a user, on a Mail enabled public folder.

I have a user account that does have some elevated privileges to do general administration tasks in Exchange System Manager.
One thing that this user account cannot do is:
1. Right click on a mail enabled public folder
2. Go to Permissions tab
3. Click Directory Rights
4. Add a user and grant "Send As" rights
5. The user can click OK or Apply to get back to the Properties, but as soon as you click OK to get out of the properties of that public folder, we receive the following error:
Access denied
Facility: LDAP Provider
ID no: 80070005
Exchange System Manager.

This user account has been delegated at the Organization level, the role of "Exchange Administrator".

What can i grant to this user to be able to perform this action? We don't want to add it to the Exchange Full Administrator Role unless that's the only option.

Very appreciated any responses. This issue has been with us for awhile.
