Unable to install any updates to Windows 2003 SP1 server

I've been working on this for a bit now, with no resolution. Your turn.

Launched SP2 installation on SERVER
failed at Checking Product Key with error "The system cannot find the file specified."
Ran twice, same location for fail
Checked log c:\windows\svcpack.log, displays 150.187: UnRegisterSpuninstForRecovery, failed to delete SpRecoverCmdLine value, error 0x2
search on error gives
Registry key referenced does exist, not a solution
Also referenced - eleven possible solutions
Stepping through the solutions in order
All methods failed
No more KB articles referencing this error
Windows updates will not launch from start menu
Launched manually from
Selected option to Download and installed SP2
Downloaded successfully, install failed at the same point.
Tried downloading other updates (MS .NET framework SP1)
That failed as well

I'm at the end of what I can do with the KBs and searching EE hasn't brought me anything different.

I've attached the svcpack.log file for hopes someone can interpret the error and find a solution.
