Cloned mode on Radeon 2400 HD

Question - we recently purchased a new Dell Optiplex with a Radeon 2400 HD Pro video card - digital video to dual analog video output with the Dell provided adapter.  We use this in clone mode for our board room computer, the same screen on the PC's monitor as on the projector screen.  It runs XP Pro SP3.

When I booted up for the first time, I setup clone mode by using the "basic wizard" in the Catalyst Control Center (CCC), it worked great.  I then rebooted and cloned mode stays on during the boot process in the BIOS screens and on the "loading XP" screen.  As soon as the blue screens for "applying your settings...." come up, it goes to 1 display.  I then re-apply cloned mode and it works fine again.  Cloned mode stays on if you log off & log in as a different user, so it must have something to do with the reboot.

I have also tried creating a cloned "profile" in the CCC.  All this does is allow me to activate it from a desktop shortcut, system tray, etc.  I thought I could cheat and tried copying the desktop shortcut that invokes the profile into the "startup" folder of the user & all users, doesn't work.

I've also tried upgrading the CCC to the latest version, that doesn't seem to make a difference.  I've tried poking around in Advanced Mode but I can't find anything that says something to the effect "use cloned mode by default for every user that logs on the PC".  Anyone have any suggestions or encountered this problem before?

The machine we replaced was an older Dell Optiplex computer running Windows 2000 with an ATI Radeon VE dual-display card, again it used a DVI to dual VGA adapter.  No problems on that machine what-so-ever.
