troubleshooting Question

Scope of ADM Templates in Server 2003

Hello,

For Server 2003, I understand the scope of ADM Templates as a true policy is as follows:

For computer policy settings:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies
-or-
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies
" For user policy settings:
HKEY_CURRENT_USER\SOFTWARE\Policies
-or-
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies

So if I have a registry entry as the following which is not covered under the Hkey_Local_Machine path noted above for a true policy, the entry falls under the category of a Preference even though I use an ADM Template, correct?  This means the registry is 'tattoed' and not 'fully managed' as with a policy correct?

[Hkey_Local_Machine\System\CurrentControlSet\Services\Ntfrs\Parameters]
"Rpc TCP/IP Port Assignment"=dword:0000fbd2
