Using a formula as group sort order

I am trying to group my results in Crystal Reports so that the grouping will be by the thousands.

Right now, the report is display one row for each change of the number.  I would like the group to display one row for each thousand (first row equals 0-999, second equals 1000-1999, etc. and display the number of rows that belong under each grouping.  

I believe that I have to create a formula for the group sort order.  Is that correct?
