Mac OS 10.4.11:  How to hide System Preference menu?

Dear experts:

Good afternoon!

I wonder whether there is a way to hide System Preference panel or menu such as Desktop/Screen Saver.

I do not want other users to change things like desktop background and Screensaver Setup, among others.

It seems to me that there is no simple way to keep clients from messing up with docks, screensaver and desktop background.

I tried to check the second site you have. But I could not for some reason: When I opened the page, it closed web browser.

What web browsers are you using? The link works fine for me with Firefox 3.

I checked parental control before posting this question.
I am not sure whether the parental control allows me to hide System Preference.

If it can, can you kindly show me how to hide System Preference using the parental control?

To my best knowledge, the parental control is primarily designed to keep children from accessing
an unhealthy site like a pornographic site.
