Change Spry default settings

If you look at this page you will see the links i have made at the top. I am very new to all of this so they are basic.

I am trying to use the Spry menu bar system to inhance the sites links to allow for more page links with out grouding the page.

I put a spry in  and made the first background the same color as the page background so that it just looks like text. Hoping it will blend with the other links.

My problems are
1. i am unable to move the spry menu bar to wear i want to put it.. I would like it centered on the page under the Orwigsburg Police
2. I would like to remove the box that forms when you are over the link
3. I want to get rid of the color that shows when you are over the link
4. I would like to bring the text closer together again so it looks more like the main links above.

I am very new to all of this and have basic very basic html experience.

I dont know if i am trying to much or what.. Any help would be great with simple explination.

My ultimate goal would be to go back to the home page and make all the links on the site spry so that as we add to the site i can greate the drop down menues for each item.

If possible i would also like to keep the links looks  example of the Home ~Boro off and so on..

That sounds good how do i do all of that.. I know i have 2 classes of css link and link 2 would i create a link 3?

if i do a link 3 class what specific do i change the hovers too.

how do you add margin.. I think i know but just refress.  Would that go behind the Ul right

I am very new with spry and dont really follow.. I will try though

Poss just using html code or something?

Poss an easier way to do it..

Wow that was really easy to put in..

2 questions left
1. HOw do you get rid of the blue showing up and then the text chaning to white.

I will publish the page for you to look at

That is really complex for such a simple things

2. Then to move it around on the page you have to make new code for that too.. Like if i got rid of the top links and wanted it to be up there I would need new code right?

That is true.  That is why i am paying to be on this site to have experts like you help me along the way..
I am planning on taking some college corses on CSS and HTML and then on Dreamweaver itself but that is 3 semesters, 1 class per since i am not in a full time design scool

I have put this on the Spry menu css page, which is completely seperat page than the main page.. Like a background page
 so it is at the top of that page..
Should i just copy this onto the main html page to do that?

I see what you mean about the page.. I thought i had to create a spry page that coverend the spry on the page.. I move it and deleted that page..

Well i, Appreciat it.. Yes he did but once he explained it to me i was able to duplicate it and make it work with other pages. So that is cool.

I have another question in requards to this but i think i have bothered you enough tonight i will close this out so you get the points any way..
