troubleshooting Question

Unable to audit failure logon event in Windows 2003 domain controller.

I have a domain and I enable the auditing policy in the default domain policy.
In the Group policy editor, I turned on failure audit for both Audit account logon events and Audit logon events.
However, when I tested by purposely typing wrong password in Remote Desktop Session connection to the domain controller, I do not see any log logging the failure logon attempt.
Can someone tell me why the failure logon attempt is not logged?
